Dorm-style congregate housing for up to 50 formerly homeless women or individuals managing mental illness, chemical dependency, and/or a chronic health condition. In addition to a safe, affordable place to live, residents receive 1:1 support in building stability and empowerment.

MoreA townhome community in Maplewood with 13 homes, a playground, and a supportive community center for formerly homeless families with three or more children. One or more members of the household have mental illness, chemical dependency, and/or a chronic health condition.
MoreIndependent affordable housing in privately owned rental units for formerly homeless single adults and families managing mental illness, chemical dependency, and/or a chronic health condition. Case Managers provide wrap-around supportive services to help clients achieve self-sufficiency.

As a housing-first and harm-reduction organization, we believe that permanent housing is the foundation each person needs to achieve their goals. Our supportive, permanent housing programs give clients stability, so we can work with them to identify goals, build a stronger sense of self, and transform their own lives to find wholeness.
All Emma Norton housing is permanent supportive housing; there are no length of stay restrictions.
Not anymore; while Emma Norton Services was originally founded to house girls and young women, today all genders are served in our programs.
Harm-reduction is a model of care which recognizes that chemical dependency is an illness, not a moral failing. We recognize that removing someone from supportive housing due to substance use puts them at greater risk of harm, and are committed to radical compassion and non-judgment.
No; at Emma Norton we meet clients and residents where they are on their journey. As a housing-first organization, we use permanent housing as the stable foundation from which we help clients grow and heal. If sobriety is a goal, we work with our clients to connect them with resources to help achieve this.
